2000 Census Results

CDRPC will be publishing the 2000 Census data in various forms on this site as the data become available. The first release from the Census Bureau was detailed population data by race and Hispanic origin for redistricting purposes. The PL94 data are available down to the Block level (Census Geographic Hierarchy: Census Tract, Block Group, Block). The second major release, SF1, contains the 100% count data (i.e., data from the short form questionnaires which everyone received) down to the Block level for general items and to the Census Tract level for data by detailed racial and ethnic classifications. The third major release, SF3, contains detailed social, economic, and housing data estimated from the results of the long Census form, which approximately one-in-six persons received.

2000 Census Count Question Resolution Program (CQR)

The Census Bureau's Count Question Resolution (CQR) program is designed to shift populations which have been misallocated. The program was scheduled to commence on 6/30/01 and will run through 9/30/03. CQR will NOT add any population to the total count, but it will shift misallocated populations (for more information, see http://www.census.gov/dmd/www/CQR.htm). The Census Bureau does not plan to release the changes resulting from CQR as a separate data set. The changes will be available only on the American Fact Finder program at http://factfinder.census.gov/. New York State changes are currently available at http://www.census.gov/prod/cen2000/notes/cqr-ny.pdf.

Errors in allocation can cause serious problems for redistricting, grant applications, sales tax distribution, and other population-based processes. The Regional Planning Commission urges all municipalities to carefully review their Census data down to the Census Tract or Census Block level to assure the reasonableness of household and group quarters counts, and to use the CQR process where indicated. CDRPC staff are available for technical assistance with any municipal CQR application, and would appreciate notification of CQR submissions by municipalities in the Region.

To assist municipalities in reviewing their 2000 Census data, the SF1 data for population, housing units, group quarters population, and housing data by occupancy have been posted in the form of PDF file tables for each of the Region's counties, as well as the Census Bureau Brochure which explains the CQR program. For a quick check, a set of PDF file tables have been provided with comparable 1990 and 2000 group quarters and housing unit occupancy data by municipality. Capital District PL94 Data

The Planning Commission's first 2000 Census publication is a series of tables showing all the Region's municipal populations by detailed race and by Hispanic origin in the form of a 66-page, 328Kb PDF file. The second table displays basic race and Hispanic origin data at the Census Tract, Block Group, and Block levels. Please note that this is a VERY LARGE PDF FILE (810 pps., 4.3 Mb).
