CDRPC Files Foreign-Trade Zone Application

CDRPC has filed an application with the Foreign-Trade Zones Board to reorganize Foreign-Trade Zone #121 at Albany, NY under a new site framework developed by the FTZ Board. The federal FTZ program allows for the creation of local Zone sites which are considered outside U.S. Customs territory for the purpose of assessing tariffs. Importers of dutiable goods may achieve substantial cost savings by operating within Foreign-Trade Zone sites. When the application is approved in the next 9-12 months, a 10-county service area will be established covering Albany, Columbia, Fulton, Greene, Montgomery, Rensselaer, Saratoga, Schenectady, Warren, and Washington counties. For virtually any location within the service area, CDRPC will be able to obtain approval for new Zone sites for warehousing in 30-45 days. The existing approval process takes 9-12 months. In addition, the application would establish six Magnet sites throughout the region where approval for warehousing facilities to operate under Zone procedures would be made directly by CDRPC, with no waiting time. The first three Magnet sites are existing but space-restricted General-Purpose Zone sites: the Northeastern Industrial Park in Guilderland, Rotterdam Industrial Park, and the Port of Albany. The next two Magnet sites are completely new facilities in Saratoga County, the Saratoga Technology + Energy Park® and Luther Forest Technology Campus, while the final new site is the Florida Business Park Extension in Montgomery County. All Magnet sites were selected for suitability by their respective county economic developers, and each of the chief elected officials of the ten counties has approved the creation of the ten-county service area.
