The Capital District Regional Planning Commission, Grantee of Foreign-Trade Zone #121 at Albany, New York, applied to the U.S. Foreign-Trade Zones Board in September 1996 for authority to establish a fourth FTZ Site at the Crossroads Industrial Park in the City of Gloversville, Fulton County, NY, and for approval of manufacturing and processing activities to be conducted by Liberty Optical Manufacturing Company at that Site.
In an order dated September 25, 1997, the Foreign-Trade Zones Board has granted CDRPC the authority to establish the Fulton County Site, as well as approval for manufacturing and processing activities by Liberty Optical Manufacturing Company at the Site.
The Zone Site will provide warehousing facilities for companies in the Crossroads Industrial Park and throughout the Region, and allow operation of manufacturing facilities within the Zone for Liberty Optical, a manufacturer and assembler of eyeglass frames for the recreation industry.
The proposed new General-Purpose Zone Site is located at 178 Corporate Drive, Johnstown, NY 12095, on Lots 4 and 5 of the Crossroads Industrial Park. The Industrial Park is within the Gloversville Economic Development Zone, which makes available certain tax credits and abatements and utility price reductions for qualified companies. The proposed FTZ Site consists of a 41,475 square foot industrial warehouse facility, a 36,000 square foot secured storage area for container cargo, and 17,015 square feet of manufacturing space.
51830 Federal Register / Vol. 62, No. 192 / Friday, October 3, 1997 / Notices Pursuant to its authority under the Foreign-Trade Zones Act of June 18, 1934, as amended (19 U.S.C. 81a-81u), the Foreign-Trade Zones Board (the Board) adopts the following Order: Whereas, an application from the Capital District Regional Planning Commission, grantee of Foreign-Trade Zone 121, Albany, New York, area, for authority to expand FTZ 121 to include an additional site in the Albany, New York, area, and for authority on behalf of Liberty Optical Manufacturing Company to manufacture eyeglass frames under FTZ procedures within FTZ 121, was filed by the Board on September 3, 1996 (FTZ Docket 68-96, 61 FR 48665, 9/16/96); Whereas, notice inviting public comment was given in Federal Register and the application has been processed pursuant to the FTZ Act and the Board's regulations; and, Whereas, the Board adopts the findings and recommendations of the examiner's report, and finds that the requirements of the FTZ Act and Board's regulations are satisfied, and that the proposal is in the public interest; Now, therefore, the Board hereby orders: The application to expand FTZ 121 and for authority to manufacture eyeglass frames under FTZ procedures is approved, subject to the Act and the Board's regulations, including Section 400.28, and subject to a condition limiting the manufacturing authority to an initial five-year period, subject to extension upon review.
