CDYCI was established jointly by the counties of Albany, Rensselaer, Saratoga, and Schenectady in 1994 to construct and operate a regional juvenile secure detention facility. A 16-bed detention facility was completed in December 1997, which was subsequently expanded to 24 beds in March 2000. The facility is located on a four-acre secluded site near the Albany County Correctional Facility in the Town of Colonie, Albany County.

The project has received Statewide and national recognition as a model for the regional approach to providing local public services.

In addition to serving the needs of the four sponsoring counties, approximately 30% of the facility's bed spaces have been utilized by youths from neighboring counties. Berkshire Farm Center and Services for Youth, a not-for-profit youth service agency, manages the Capital District Juvenile Secure Detention Facility under contract with CDYCI.
